Médias24: Are you able to bring enough Moroccan capital to the automobile industry, on the current platform?

Riad Mezzour: we are doing it. There are already a few, in glass, radiators, discs and drums, quite interesting pieces. Some are gaining large market shares internationally. I am thinking of an actor from Fez who manufactures the pistons and who is in the process of development. But it is true that there are not enough.

-Basically, it is not returning enough Moroccan capital to the industry.

-No no no. I do not agree with the wording.

Moroccan capital took a long time to take an interest in the industry as such, there has been in-depth work that has been carried out in the last 15 years, I have the impression that it has gone unnoticed.

Moroccan capital was very strongly de-industrialized, in all sectors, 15-20 years ago. He had turned to real estate, in a very clear, very intense way. And those who wanted to stay went to import and distribution. This is the price we pay for our openness to the world. This openness to the world is what has allowed us to build an even stronger industrial platform that serves the world; we had to open up to attract investment.

During this somewhat complicated period when China was becoming the world’s factory, Morocco had no choice but to open up and become an open economy to attract investors.

-Let’s talk about Tanger Tech. You have a role in it since you are the Minister of Industry and you represent the Government to negotiate agreements like the ones that were recently signed.. Sources in Tangier have told us that this agreement will allow the project to be unblocked, the lots to be marketed, etc. It is true ?

-Yes Yes. It is a very long negotiation. On the price of land, the modalities of disposal as the valuation is carried out, on the modalities of adjudication, on the prices that will be offered to investors…

We had discussions, exchanges that were very long, which resulted, with the mobilization of everyone, including the government, which resulted in this investment agreement with the company that will be in charge of the project, which is a Sino-Moroccan joint venture.

– What’s in the deal?

-The methods of land transfer, the cession clauses, everything I just told you.

-Why don’t you publish it?

-Because it is an agreement with a private actor and the private actor wants to keep certain information for himself.

– Is it true that the only project currently under Tanger Tech is a furniture manufacturing project? Do you confirm this information from the Desk?

-I confirm that we have a furniture project, although marketing has not yet officially started. It is not the only project. And it is not a simple project, it is a fully integrated ecosystem, where the main world players in this sector have decided to establish a very solid base in Morocco.

-Why would they come to Morocco and not elsewhere?

-Because there is Moroccan competitiveness and proximity to one of the largest markets in the world; because we have skills, infrastructure and an incentive system that interests them.

– Will the jobs at Tanger Tech be Moroccan?

-The overwhelming majority is Moroccan, more than 99%, and even 99.99%.

-But starting with the furniture, even if it is a big project, is disconcerting. It’s still called Tanger Tech. We would have thought high-tech.

– Tanger Tech is a 20-year project. Where will there be technology? That said, in furniture there is know-how, design and creativity, it should not be neglected, without forgetting smart furniture.

-What other projects do you have, since they are not just furniture?

-Today there are multiple projects, but above all there are projects that could be related to the automobile and renewable energies.

It is a city destined mainly for Chinese investments and that will bring together coherent ecosystems around these investments.

– Let’s dream a little: how do you see the future of Tanger Tech?

-I see it, among other things, with a large project for a car manufacturer for electric vehicles, whether it is two-wheeled, small mobility or even large vehicles.

-Who are you talking to now?

-We had conversations with an operator. And there’s a second one for which we’ve scheduled a short site visit this week.

On top of that, we would have connected vehicles, a smart city, technology, huge engineering capabilities that will develop solutions for the world, great Sino-Moroccan universities.

-Would the city be there too?

-It is planned. For an activity area of this size, 470 hectares in the first phase. Eventually we would have 250,000 to 300,000 inhabitants. It is a city.

-What is the interest of these investors to come from so far to settle in Tangier?

-It’s simple: proximity and access to the European market, in terms of logistics and customs duties. Zero customs duties. We can ship the goods by truck. And these customers don’t have to buy large quantities to build up stock. It’s next to it.
