Riad Mezzour: It doesn’t turn it back, it already is.

Most industrial or other investors have already understood that it is in Morocco that this is happening. Including the Moroccans.

Bank of projects: the objectives of jobs or billing are exceeded

-Let’s move on to this famous bank of projects. Are you reaching your goals?

– We passed them.

The project bank was launched in the middle of Covid, few people believed in it, companies were in trouble… And it took off very well.

I’ll give you some numbers:

We had a target of 34 billion dirhams of substitution and 17 billion dirhams of exports.

What has already been identified to date exceeds 67,000 million DH for substitution and 72,000 million for export. In total, we are at a potential of 140 billion instead of the 51 billion initially planned at the launch of the Bank of projects.

And I would add that we still have other important investments under study or discussion.

-How does this bank of projects work in practice? I look at the list, I am interested in a sector or a project, I come to see you?

-You look at the list, you show us your interest, we send you the elements you need to contribute in relation to your business plan, your financing, your technology, etc. Then we carry out an initial qualification assessment, then we discuss with you in more detail your business plan, what you want to do; we support you from beginning to end, especially in the financial aspect.

It should also be noted that 60% of the projects in the Project Bank are extensions and that shows how attractive our country is.

-When you sign an agreement with investors, include a labor commitment. But these are promises. How to guarantee its implementation?

– We have a story anyway. We know that the jobs really exist, we evaluate them every month, through the CNSS listings. And this applies to all industrial companies.

– So, how many industrial jobs do we have today?

-Morocco now has about a million industrial jobs.

-During this term, the government promised to create 1 million jobs, including 400,000 in industry. How are you going to do it?

-The Government comes with clear and quantified objectives: there is a specific objective that consists of creating 400,000 jobs net in the industry. Therefore, the objective is both to create jobs and to preserve existing ones.

We are working on that: the bank of projects, the strategy, the integration, the objectives… all of this develops employment potential, in each ecosystem, in each sector, in each subsector.

The number of jobs created will be systematically controlled at the CNSS level.

Today we have already identified promising sectors and we already have good indicators.

If I refer to the agreements and MoUs signed since October 2021, 258,000 new jobs, direct and indirect, will be created.

258,000 new industrial jobs in the pipeline industry

-These works are mere declarations of the investors, do you believe them?

– Not only do I believe them, but I think they might be underrated. Why ? Because the state aid system is linked to the number of jobs created and effective. We only pay the last phase of state support, that is, 30% of the investment premium, when the CNSS vouchers are validated and verified by our services.

Thus, we have 258,000 provisional jobs already signed and we have identified 168,000 direct and indirect jobs within the framework of the projects under study or in the qualification process that we are in the process of supporting. We should reach the goal of 400,000 jobs by the end of this inchallah government mandate.

-We are told that industrialists are suffering, and also that Morocco does not export enough industrial products.

– I do not deny in any way the suffering of the industrialists, it is a real difficulty: the supply is not always easy, the inputs are increasingly scarce; the manufacturers are doing a good job; and there is also a liquidity problem because prices are higher and therefore they do not necessarily have the necessary credits to be able to meet the demand, which is very good. But they answer. They suffer but respond.

We are quite proud of them, proud of the results achieved by manufacturers today and the positioning they are taking. They are in the process of transforming the event, of gaining a market for our country, of taking advantage of the opportunities offered by the new upheavals in the world economy.

– What is the secret of the success of the current industrial strategy?

-It is above all a clear vision of His Majesty: to make Morocco a hub and put all the means to achieve it. This was done with a lot of work, sacrifices, a lot of investment in infrastructure, but also with the signing of numerous free trade agreements, which were criticized but had the merit of opening the market and being a strong stimulus to attract foreign investment and technology transfer. . This explains Morocco’s strong appeal today and its ability to move forward.

Beyond that, there are Morocco’s undeniable political stability and macroeconomic stability assets, which is quite rare in the region. We are probably the most attractive country in the region.

– You say “we” when you talk about industrial policy. In fact, this is still an offshoring or even outsourcing industry. In the automotive or aeronautics field, decisions are made by foreign companies. Foreign countries. The true industry is to design before manufacturing. It is having your own brands that radiate regionally.

-You should know that of the 1,127 investment projects identified in the Bank of Projects, 88% come from Moroccan capital.

Many of these foreign companies you mention use Moroccan skills. It is the Moroccans who made the design of the AMI and we have many Moroccan engineers and designers that we can be proud of and who will make the Moroccan brands of tomorrow. As such, an innovation promotion system will be introduced at the beginning of the school year to strengthen this position.

Made in Morocco is no longer a slogan but a reality!

In the 1st semester, industrial exports grow by 45%

– Moroccan exports benefited from a very favorable price effect.

– Yes, for some of them, such as fertilizers or agricultural products.

In value and volume we are also doing very well. There is a price effect, but also in quantity, we sell more.

In the end, at the end of June 2022, the figures speak for themselves: +62% in aeronautics, 32% in textiles and leather, 30% in the automotive and agri-food sectors. Taking into account phosphate derivatives, the total industrial export increases by 45%, which is a real performance given the current world economic context.

Eventually, industrial exports will reach 500 billion dirhams per year.

– What will be the future evolution? You certainly have goals and projections.

-We have a plan that we are testing and that will increase the value of our exports by 120 billion dirhams. Eventually, we will reach 500 billion dirhams in industrial exports.

Of the projected 120 billion, 70 billion are clearly identified in terms of product-market pairs.

-How reliable are these project sheets?

-We question all ideas, we work together with the sectoral federations.

We set ourselves objectives, we look at the target markets, we analyze them together, we see how we can penetrate them, what is needed, what competitiveness, what products, what is missing in the chain, and we put in place what is necessary so that the affected operators can achieve their objectives .

It is a program linked to 8 or 9 support systems that range from financing to certification.

the certificate is one of the biggest secrets to success, and not just for the food industry. In aeronautics, an important part of the job is to support certification. Once certified by a manufacturer, manufacturers can begin to deliver.

-You speak of a program to promote exports and various support mechanisms. What are the other devices besides product and market pairings?

– Support in terms of investment to adapt your products; support in market studies and evaluation; in terms of logistics; financing of your own clients: we are going to set up mechanisms to guarantee the financing of the purchase of the product made in Morocco by our foreign clients; these are guarantees endorsed by international organizations, which had never been done in Morocco; Japan, Korea, China have already done so as an example.

-You defend the idea that the green hydrogen produced in Morocco will be extremely competitive. What projects, what discussions, what investors? What’s new in this area? Is there a realization in sight?

Competitive, it already is.

I specify that it is the production of energy, so it is the responsibility of a particular department. As an industry department, we are consumers and we also support the industrial process, at the level of electrolysis, storage, etc.

Morocco is one of the most interesting places in the world to produce green hydrogen. And probably the only place in the region in terms of competitiveness.

This obviously generates a lot of interest from developers and operators.

In general, there is a very strong enthusiasm for Morocco in terms of hydrogen production.

-When will we have our first green hydrogen?

-It does not depend on us and there is a Ministry in charge of the matter.

-How much are we going to produce?

-It is very difficult to say today.
