End of hostilities in the judicial-commercial war between the Intermarché supermarket in Fuxéen and its competitor Leclerc. By issuing a favorable opinion on the transfer of the Mousquetaires group store, located in Terrefort to the commercial area known as Barreau de Peysales, the national commission for commercial development (CNAC), definitively validates a move that will have entailed paperwork cards.

The CNAC had been intervened last May by the Fuxedis company, manager of Leclerc, of an appeal challenging the already positive authorization, issued at the departmental level. A decision, however, made unanimously by seven elected officials and four qualified personalities, meeting at the request of the prefect last March. Contacted, the two managers of the Fuxedis company did not respond in time to our requests, aimed at knowing the true motivations of their resource. But as a reminder, in 2011, the Leclerc brand had also considered moving its store to the same location, before the idea was abandoned.

A well-argued dismissal of the appeal

The rejection of the request is mainly motivated by the fact that the transfer of the hypermarket, 800 meters from its current location, does not foresee “any expansion of the sales area” and allows the reduction of “an industrial wasteland”. With an area of ​​3,104 m2, the construction of the new store, in charge of the real estate subsidiary of the retail brand, would replace the old premises of the Crédit Agricole headquarters.

If the main concern of the critics of the project referred to the possible impacts on nearby competition and on commerce in the center of the city, the CNAC considers that the project “dimensioned, will not impact the economic balance of the territory”. According to her, the areas of influence, that is, of geographical influence, of Peysales and the municipality of Foix, “have a relatively low commercial vacancy rate, respectively 8% and 5.24% for a national average of 13, 5%”.

Established within the “Sector de Peysales” commercial area, whose restructuring and remodeling is in charge of the Pays de Foix-Varilhes urban community, the project is also considered by the CNAC “as in accordance with the territorial coherence plan”. . Half of the 600,000 euros involved in the cost of building a roundabout at MacDonald’s, which will serve the future Intermarché, and open the rear of the Peysales area, will be borne by the Société Immobilière European of the Musketeers . According to our information, the construction schedule will be decided according to the progress of the deconstruction-reconstruction operations of the supermarket.

A project in the pipeline for nine years

Presented in December 2013 by the Société Immobilière Européenne des Mousquetaires, a subsidiary of the group dedicated to the construction and/or furnishing of the brand’s new stores, the Fuxéan project aims to be eco-responsible from an architectural point of view and presenting “without nuisance or significant residual impacts on the neighborhood. According to our information, beyond the use of biodegradable materials for its construction, the new 3,304 m2 building, which will also include a shopping center, which will house four stores (each with a sales area of ​​50 m2), will be powered by energy clean energy. 2,111 m2 of photovoltaic panels would be installed on its roof. In order to improve performance in terms of energy consumption, LED technology luminaires with presence detectors are also being considered, as well as alternative systems for the water and heating part. When the approach was presented to elected officials nine years ago, landscaping around the water theme was even mentioned.

The only sure thing is that the car park in the Peysales area would go from 150 to 266 spaces, of which 54 are reserved for hybrid and electric cars.

In terms of employment, the expansion of the purchase collection platform, through the “drive” modality, should lead to the creation of new order picker positions. The retail brand also wants to expand its field of collaboration to fifteen local producers and fifty interdepartmental producers.

Although an application for a building permit was submitted to the city council on November 22, 2021, a construction start date has not yet been announced. If he considers himself “happy with a decision about which he had no doubts”, Olivier Roques, director of the Intermarché store, did not want to comment further, in particular on the progress of the project. According to sources familiar with the matter, official announcements should be made in the coming weeks.
